The weather in Baku is getting colder, the air temperature dropped below 20 degrees during the day, rains began. At the same time, in Azerbaijan, where there are more than 50,000 homeless people, according to the human rights activist Arzu Abdullayeva, there is no state shelter for adult homeless people.

In recent years, during winter frosts, the Ministry of Labor and Social Protection of Population has installed large "wedding tents" in crowded places in Baku, where homeless people can sleep and eat hot food. But as soon as the weather got warmer these tents were cleaned.

In the winter of 2017, ambulance doctors rescued freezing Baku residents, placing about 400 people in hospitals, said the chief doctor of the Baku emergency medical station Rauf Nagiyev. Physicians made trips and placed homeless people who stayed overnight in the frost, which is beyond the competence of the First Aid.

To solve the problem of the homeless, the Ministry of Labor and Social Protection of Population opens a temporary shelter in the Zabrat settlement of the Sabunchi district, where homeless people can stay for 6 months. After the expiry of this period, the Ministry's specialists will resettle the homeless in a nursing home or in another, specially created shelter. Registration documents of the Zabrat refugee were transferred to the Ministry of Justice, in about 15 days the shelter will be ready for work, Turan was informed by the public activist Natalia Iorina, who is engaged in helping the homeless.

In Baku, shelters are run by public organizations. Since May 2006, the shelter for homeless people, created by the Sisters of Mercy of Mother Teresa of Calcutta, is active - it is a women's monastic congregation in the Catholic Church. The shelter operates in the villages of Zykh, Ganjlik Parky, 2. There are four Catholic nuns in it. The shelter can accommodate up to 20 people.

The Orthodox Michael-Archangel Church in Baku, st. Zyargyipalan provides homeless with daily hot meals, but not shelter. The Office of Muslims of the Caucasus does not engage in regular and in-patient assistance to the homeless.

In 2006, the Ministry of Internal Affairs created a temporary shelter for victims of trafficking (trafficking in persons) in a three-story building, in which representatives of various NGOs work.

The Ministry of Labor and Social Protection of Population in Zabrat settlement of Sabunchu district of Baku opened a shelter for homeless children in 2014. The shelter is created in a new purpose-built building. Designed for 50 people, it is equipped with sleeping rooms, a dining room, a swimming pool.
