In a telephone conversation with the police officer, Aliyev explained to him that this was not a radar detector, but a radar detector, the use of which is not prohibited by law. Vagif Asadov, head of the Public Relations Department of the General Directorate of the State Traffic Police of Baku, who was informed about the illegal actions of the police, was powerless to stop arbitrariness. Responding questions from Turan, Fazil Mammadov, chair of the Association for Assistance in Education of Drivers, confirmed the truth that radar detectors in Azerbaijan are allowed to use and said that if the traffic police claims about the harmful effects of the device on its radars, it must prove it.

Commenting on the actions of police officer, he said that the traffic police officer does not have the right not only to withdraw something belonging to the driver from the salon, but he does not even have the right to touch the car, to demand that the hood or the doors be opened. "Such requirements may come in the case of inspection, and this is a completely different legal situation with the need to involve two witnesses, etc."

F.Mammadov regarded the actions of a police officer who has withdrawn a radar detector is illegal. "In such cases, citizens should call the telephone number of the Ministry of Internal Affairs 102 and report on the lawlessness applied to them. The owner of the radar detector has the right to prevent the seizure of property belonging to him. Then the police officer can call a post-patrol car and declare that the driver has malicious resistance to the lawful demands of the police. However, this action is illegal and may be appealed by a citizen. It is necessary to call 102 and declare that the police violate the law by taking away the property of a citizen," the expert added.

All police actions must be logged. If the police officer did not document his actions, did not issue a document of exemption to the driver, then he violated the law and after the citizen"s complaint can be punished," Mammadov explained to Turan.

The Article 342.9 of the Code of Administrative Offenses of the Republic of Azerbaijan prohibits the use of anti-radars and similar means interfering with the operation of radars and preventing them from recording the speed of the vehicle.
