Report on LGBT Rights in Azerbaijan
Baku / 05.06.19 / Turan: The Expert Group of the Institute for Democratic Initiatives (IDI) published a report on the rights of LGBT people in Azerbaijan. The report reflects the situation in this area, the shortcomings of the legislation and contains suggestions for eliminating existing problems.
The document refers to the ILGA report (International Lesbian, Gay, Bisexual, Trans and Intersex Association) for 2018, which states that Azerbaijan is the worst country in Europe in terms of living standards and ensuring LGBT+ rights. They are denied the right to freedom of expression, association, and assembly. There are no LGBT+ NGOs registered in the country. At the same time, representatives of LGBT+ face serious discrimination and public censure in matters of education, employment, and military service. Transgender people cannot change their sex and are unable to receive the necessary hormonal treatment. This circumstance limits their ability to work.
ILGA believes that LGBT+ representatives are not perceived either in society or in the family. "Because of the reproaches and cruelty in the family, under heavy psychological stress, they are often forced to lead a double life and often under the pretext of "normalization" are forced to marry with a representative of a different sex.
Any enlightenment work is not conducted in the society. As in most post-Soviet countries, homosexuality in Azerbaijan is a problematic issue, the IDI concludes the report. -06B--

On January 29, municipal elections were held in Azerbaijan, with over 16,000 candidates participating across 118 constituencies. The Central Election Commission (CEC) has already announced the names of the leading candidates on its website. Hours after the election, CEC Chairman Mazahir Panahov stated at a briefing that 413 out of 685 municipalities had already been formed, with 7,791 candidates identified as leaders. According to him, elections proceeded normally in all constituencies, and no complaints were received by his office. However, independent candidates and experts claim that there were violations during the election process.

Azerbaijani authorities have detained former Russian judge Elena Khakhaleva at Baku International Airport, officials confirmed to Russia’s Prosecutor General’s Office and Ministry of Internal Affairs. The arrest was first reported by Kommersant and Izvestia, citing sources, and later corroborated by law enforcement contacts through RIA Novosti and TASS.
