Courts and police interpret decisions of the Baku Executive Authority in different ways
Baku/07.23.19/Turan: The Baku authorities did not authorize a rally by the Karabakh Committee, demanding speeding up the resolution of the issue of liberation of the occupied territories scheduled for July 23. Representatives of the Metropolitan Police warned the organizers about the inadmissibility of the action. A member of the Karabakh Committee, the head of the White Party, Tural Abbasly, told Turan that the action is planned for July 23; and will coincide with the 26th anniversary of the occupation of Agdam region. However, the Executive Power of Baku once again did not agree on the action, considering it "inappropriate", since the country's leadership itself is taking measures to resolve the conflict.
On July 22 and 23, Abbasly and the head of the People"s Party, Panah Huseyn, were summoned to Baku"s Main Police Department, warned about inadmissibility of holding the action and about the consequences if an uncoordinated rally is attempted. Police called another argument in favor of banning the rally - the holding of a "major international event" in Baku - the European Youth Summer Olympic Festival. Abbasly called illegal the actions of the city hall and police. The city authorities have repeatedly refused to agree on rallies and pickets of the "Karabakh" committee. The structure sued the city administration. However, the Baku Administrative and Economic Court Number 1 did not satisfy the claim of the representatives of the Karabakh Committee because the Executive Power "did not ban the rally", but only "recommended" not to hold a rally. The appellate court upheld this decision. Abbasly drew attention to the fact that, unlike the court, the metropolitan police interpreted the actions of the mayor"s office as a "ban" on the action. According to Abbasly, the Karabakh Committee will discuss its further actions at today's meeting.
The Karabakh Committee was established in the summer of 2018. It includes about 10 parties, as well as a number of public organizations and activists. -06D--
