State Bodies Do Not Publish Reports on Budget Expenditures - Report
In spite of the increased transparency of the central power bodies, they do not provide full information about the use of the state budget, tenders, public procurement, salaries of employees. This was announced today at a round table on information openness of the central and local governments and state-owned companies.
The participants presented the results of the monitoring sites of state agencies for June 1 to October 15, 2016. The project was implemented by the Center Multimedia.
According to the head of the NGO Osman Gunduz, the evaluation was carried out on 13 blocks of questions covering 60 parameters.
The most transparent one is the Ministry of Taxes, the site of which published up to 79.1% of the information that had to be published.
The second and third places are at the Public Service Commission (78.5%) and the State Oil Fund (78.2%).
In the group of outsiders there are security agencies - the Ministry of Defense, the State Service for Mobilization, the State Border Service, the Special State Guard Service and the State Security Service, and the worst case is at CJSC AZAL (32.1%).
On average, the transparency of 70 central executive bodies and state-owned companies amounted to 61.5% against 56% last year.
On-line transparency of 68 district and city executive bodies was only 14.5%, which is 0.5% less than last year.
According to Gunduz, even on the websites of those who took the top places in the ranking, there is very little information about the use of budget funds and public procurement tenders.
The recommendations in the summary report contain proposals to address this situation.
An expert in the field of law Alasgar Mammadli noted that the new Code of Administrative Offences, which entered into force on 1 March 2016, canceled measures of responsibility for the violation of citizens' rights to information and the failure of officials to ensure information transparency. This may adversely affect the online transparency. He proposed to restore the specified norms.
A member of the Press Council Azer Hasrat criticized the low transparency of the regional executive authorities, accusing them of sabotaging the President's policies.
