Baku/07.09.22/Turan: In Baku, a 13-year-old girl gave birth to a child at home, Kamala Agazade, chairman of the Azerbaijan Children's Rights Protection Union, wrote on her social network account. The girl was hospitalized, she said. “The teenager’s mother asked to be placed in an orphanage; she told that the child was born as a result of rape,” Agazade said.
The head of the press service department of the Ministry of Internal Affairs, Elshad Hajiyev, said that in connection with this fact, the Sabunchu police department and the district prosecutor's office are conducting an investigation. The public will be informed about the details, Hajiyev said.
The State Committee for Family, Women and Child Affairs reported that representatives of the department, with the participation of a psychologist, visited the girl at the hospital and inquired about her health.
The further fate of the mother and her child has been taken under the control of the State Committee and the relevant structures, and appropriate measures are being taken.
This is the second case of rape of minors that appeared in the media in a month. At the end of last month, an outrageous event took place in Barda, which caused extreme indignation among the villagers. Thus, four persons who committed unethical and violent acts against a girl born in 2007 filmed and disseminated these actions on video. These persons were detained by the police at the request of the villagers. Why has violence against minors increased?
Kamala Agazade, the chairman of the Union of Children of Azerbaijan, answered these and other questions in the "Difficult Question" program.
Agazade learned about the birth of a child at home the night before, after receiving a message on WhatsApp asking her to listen to the voice message of a 13-year-old girl who became a mother. “When I talked with the girl, it turned out that yesterday at home she gave birth to a child. She had problems, and ambulance was called. A 13-year-old girl with her child was placed in one of the maternity hospitals. The girl’s health was normal, but she was worried that her family would not accept her and asked for help,” Agazade said. Agazade refused to give details of what happened to the teenage girl, saying that the investigation should deal with this.
“The girl says she was raped. Her mother claims that she was not aware of the rape and pregnancy of her child,” Agazade said.
According to Agazade, the reason for the growth of such cases is poor educational process in preschool institutions and schools. Also, there is no base of the Executive Power for providing social support to disadvantaged families, keeping contacts with them, absence of social work and constant work of the children's inspection with disadvantaged families.
“I have always said that all problems are related to education. Education is extremely important - the more we educate, the greater is the chance that the student will perceive at least part of what he is taught.
A teenager should know where to turn in extreme conditions. The reason for such cases, for the most part, is the absence of trust between parents and children, trusting relationships, ignorance,” Agazade said, adding that “if she is allowed to monitor schools together with the relevant authorities, many cases of bowling, violence, and acts of a sexual nature will be found. –0—
