Creation of the electronic system of AYNA entrusted to company listed in tax risk group
The Azerbaijan Land Transport Agency (AYNA) has announced through the state procurement portal about conclusion of a contract on creation of AYNA information system. According to the State Tax Service, the company entrusted with this work and with it about $4 million, is included in the tax risk group.
Note that the contract between AYNA and "Az Software System" was signed on 15 November. However, the Land Transport Agency announced it through "Respublika" newspaper on 1 December and through the state procurement portal on 6 December. The Law "On Public Procurement" stipulates that the public must be informed about the conclusion of competitive procurement contracts within five days.
Worthy of note is that one of the conditions before the bidders for the creation of this system was to complete the required work by the end of the current year https://etender.gov.az/main/competition/294456. Now it turns out that in fact the system will be created within 12 months - until 15 November 2024.
"Az Software System" CJSC will be paid AZN 6 million 783.900 or approximately USD 4 million for this work.
Recall that "Az Software System" https://azsoftware.az/about was established in 2016. Since February 2020, it changed its legal form and was transformed from LLC to CJSC. However, the AYNA agency presented it to the public as an LLC.
It should be noted that the AYNA electronic system provides for the transition to electronic services in all areas of passenger and freight transport management. Through this information system, AYNA intends to keep records of international passenger and freight transport operators, to form an electronic mechanism for issuing "Distinctive Marks" to taxpayers engaged in passenger and freight transport by motor vehicles, as well as to apply electronic services in other areas of activity.
Note that the regulation on the information system AYNA https://president.az/az/articles/view/58521 was approved on 30 December 2022. The requirement for its creation was determined back in October 2022, when the Land Transport Agency of Azerbaijan was established in accordance with the decree of the AR President "On Some Measures to Improve Management in the Sphere of Road Transport". -08B-
