The IB of the city of Baku hides information about the renovated residential buildings
Baku/16.06.21/Turan: The executive power of the city of Baku will allocate 13 million 470.900 manats for the repair of buildings belonging to the state housing fund. However, even this year, the city authorities do not disclose information about which buildings are subject to repair.
The contract based on the results of an open tender was awarded on June 8 to Star Construction-12 CJSC.
In April, a contract was signed with TFM-Smart Project LLC for the development of design and estimate documents for the repair of public housing buildings. The project company will receive 290, 000 manats for this work. There is no information about the location of the buildings to be repaired in the tender announcements and the message about the signing of the contract for these procurement procedures.
According to Article 26 of the Law of the Azerbaijan Republic" On Public Procurement", which regulates the content of the tender announcement, it must contain the following information: the name, quantity (volume) of the goods sent, the place of delivery, the nature and place of work, the description and place of services rendered. In accordance with the Code of Administrative Offenses (Articles 145 - 1.4.1), officials are subject to an administrative fine in the amount of 1,500 to 2,000 manats.
Concealment of the information to be published in the tender announcement is a common phenomenon in Azerbaijan. In the reports of the State Service for Antimonopoly Control and Supervision of the Consumer Market under the Ministry of Economy, there is no information about the measures taken in this direction, both for their prevention and detection. The Ministry of Economy left unanswered a question from Turan news agency about this.
It is a paradoxical phenomenon that, according to the data of the Unified Portal of State Electronic Procurement, both design and repair works of the housing stock of the capital are subject to be completed on the same day – December 31.
In 2020, the contract for the repair of public housing buildings was awarded to Inpeks.N LLC. The contract cost amounted to 19 million 986, 000 manats. -- 08B-
