The state has purchased wheelchairs for 7.7 million manats, but does not disclose information
Baku/15.08.23/Turan: The Prosthetic Orthopaedic Production and Rehabilitation Centre (POPRC) of the Ministry of Labour and Social Security of Population signed a contract with "ZN Trade" company on 14 August for purchase of mechanical and sanitary wheelchairs for indoor and outdoor use within 365 days.
According to the Unified State Electronic Procurement Portal, the value of the contract is AZN 7 million 762.800 or $4 million 576.000. At the same time, contrary to the legislation, the portal lacks information on the quantity and characteristics of the goods to be purchased.
It is noteworthy that "ZN Trade" LLC (INN: 2007592551), established in September last year, a few days later won a tender of the Ministry of Labour and Social Security of Population for purchase of 1,795 wheelchairs - wheelchairs (mechanically driven and electric). The cost of the contract was AZN 3,758,800 ($2,211,000). The order was to be fulfilled by 1 March 2023.
According to the State Customs Committee, in 2022, 3,671 wheelchairs without propulsion mechanism worth $1,590,600 and 1,537 other wheelchairs worth $889,500 were delivered to Azerbaijan. In the first half of this year, according to the same source, 1,291 (total declared value - $222,180) and 109 ($16,260) wheelchairs were imported respectively.
It has to be noted that "ZN Trade" Ltd. has no other public information, except that the company has won 9 public procurements, exclusively from the structures of the Ministry of Labour and Social Security of Population. The legal representative of the company is Nusraddin Yolchu oglu Kerimov, born in 1985.
Note that "ZN Trade" is registered in a flat in Baku, where Kerimov's father and three older brothers (Kerim, Murad and Muzaffar) are also registered. -08B-
