Azerbaijani Foreign Ministry answered Pashinyan
Baku/28.08.19/ Turan: An attempt by the Prime Minister of Armenia Nikol Pashinyan to justify the forcible separation of the Nagorno-Karabakh Autonomous Region from Azerbaijan by the collapse of the USSR, speaks of his legal illiteracy, or intentional lie, stated the official representative of the Ministry of Foreign Affairs of Azerbaijan Leyla Abdullayeva.
She recalls that the status of Nagorno-Karabakh as an autonomous region within Azerbaijan was enshrined in the USSR Constitutions of 1936 and 1977.
Also, according to the Union Constitution, the territories and borders of the Union republics could not be changed without their consent. Decisions of the Supreme Council of the USSR in connection with the illegal actions of Armenian nationalists to separate the NKAR from the Azerbaijan SSR once again unequivocally confirmed the impossibility of changing borders. Therefore, the separation of Nagorno Karabakh from Azerbaijan was accompanied by a flagrant violation of the Constitution of the USSR; and therefore it did not give rise to any legal consequences.
Secondly, the USSR law on April 3, 1990, often referred to by the Armenian side, "On the procedure for resolving the issue of leaving the Union republic from the USSR" was intended to create a certain procedure for regulating relations within the USSR when the Union republic leaves its structure.
The exit of the Union Republic from the USSR was possible only after passing through a complex multi-stage procedure and could be considered completed after the adoption of the relevant decision by the Congress of People's Deputies.
However, this law has never been applied. In particular, Azerbaijan and Armenia did not use the secession procedure provided for by this document.
Thirdly, after the collapse of the USSR, Azerbaijan was admitted to the UN and other international organizations within the administrative borders that existed under the union state. These borders have been recognized by the international community as the international borders of Azerbaijan.
Contrary to the assertions of Armenia, in the Almaty Declaration on the Goals and Principles of the CIS of December 21, 1991, the signatory states, including Armenia have committed themselves to recognize and respect the territorial integrity and inviolability of each other"s borders.
Pashinyan, who promised the voters the golden mountains, cannot find the way out of this situation. Correction of the situation is impossible without normalization of relations with neighboring Azerbaijan.
"Regardless of the position of this and any other leader of Armenia, Azerbaijan will restore its territorial integrity and sovereignty within internationally recognized borders, including over the Nagorno-Karabakh region. Considering the situation in the region, this time may come at any time," reads the statement of the official representative of the Ministry of Foreign Affairs of Azerbaijan. - 06D-
