Commandant's Offices Created in Liberated Territories

Baku / 30.10.20 / Turan: President Ilham Aliyev signed a decree "On the organization of temporary special administration in the territories of the Republic of Azerbaijan liberated from occupation."

According to the document, in the territories liberated from occupation, in accordance with the administrative-territorial division of Azerbaijan, temporary commandant's offices will be created, exercising special control over each region.

The Ministry of Internal Affairs has been instructed to appoint temporary commandants of the respective territories and organize the activities of temporary commandant's offices.

Temporary commandant's offices have been ordered to coordinate their activities with the Ministry of Defense and the State Border Service.

 The temporary commandant's offices will have operational headquarters with the participation of representatives of the following state bodies (structures): the State Security Service, the Ministry of Emergency Situations, the Ministry of Economy, the Ministry of Agriculture, the Ministry of Ecology, the Ministry of Finance, the Ministry of Transport, the Ministry of Culture, the National Agency for Demining Territories, and the relevant local executive authorities.

If necessary, representatives of other state bodies (structures) can be involved in the activities of the operational headquarters.

Temporary commandant's offices were instructed to organize in the territories where they carry out activities, the following tasks:

Protection of objects of importance, including objects of transport and telecommunications infrastructure, energy and water supply systems, reservoirs, special objects that are a source of great danger to people and the environment.

In addition, the temporary commandant's offices will have to ensure the protection of public order and public safety, collect, inventory and protect the discovered military equipment, weapons, ammunition, poisonous and explosive substances.

It is also prescribed to carry out an inventory, storage and protection of civilian equipment, vehicles, with the exception of agricultural equipment, keeping records of found documents and their protection for subsequent analysis.

In addition, together with the National Agency for Demining, measures will be taken to clear the territories from mines and neutralize the discovered shells and ammunition.

Another task of the commandant's offices will be jointly with the State Security Service to carry out measures to prevent terrorism, espionage, sabotage and other illegal activities directed against the Republic of Azerbaijan.

The commandant's offices are also entrusted with the task of initial assessment, together with the Ministry of Emergencies, of the state of power plants, including hydraulic installations, elimination of the consequences of fires, natural disasters and man-made disasters and the implementation of appropriate civil defense measures, if necessary.

The Ministry of Defense and the Ministry of Internal Affairs were instructed to ensure the application of a special regime of entry and exit to the territories liberated from the occupation.

Azerishig OJSC, Azersu OJSC and the Azerigaz Production Association of the State Oil Company are prescribed to provide the appropriate buildings with electricity, water and natural gas for the normal operation of state bodies (structures) in the territories liberated from occupation.

OJSC Azerkosmos was entrusted with the task of providing the relevant state bodies (structures), on the basis of their request, with satellite images of the territories liberated from the occupation, other geo-information data and analysis of various contents.

The Presidential Administration of the Republic of Azerbaijan was ordered to exercise general control over the activities of temporary commandant's offices.

The Cabinet of Ministers was instructed to resolve other issues arising from this Decree. —06D-
