Hafiz Hajiyev again called for physical violence against the opposition

Baku/02.10.13/Turan : Regular 7th in a row televised debate of presidential candidates in the public television was once again held in the atmosphere of attacks by majority of applicants on the candidate of the opposition National Council of Democratic Forces ( NCDF) Jamil Gasanli . Sometimes the criticism passed into outright insults and threats against Gasanli and other opposition leaders. Many candidates sought to answer criticism by Gasanli of the policy of Ilham Aliyev. 

Gasanli, citing the widespread video footage by the former rector of the Azerbaijan International University Elshad Abdullayev "of bargaining for the parliamentary mandate " (the "bargaining" was conducted by Abdullayev himself with the then deputy Guler Ahmadova ) blamed the "bargaining mandates" personally on Ilham Aliyev.

Gasanli touching the high bank loans, blamed the Aliyev also because in his view, the leading banks in the country are under the control of the ruling family.

"I'll put an end to bank embezzlement , bank bondage . I will post a credit amnesty. Loans of up to 5,000 manat will be covered by the state. Large loans are still given to their approximates," said Gasanli .

He also criticized the government's agricultural policy . Because of monopolies in the agricultural sector it has become unprofitable.

"A farmer that invests AZN 100 , at best, earns 101 manats. The purchase price of cotton is 3 times lower than in the countries of Central Asia," said Gasanli .

According to him, due to the low quality of the products imported by importer monopolists, the number of patients in the population is increasing.

If 10 years ago in Azerbaijan there were 5,700 people with diabetes , now there are 170,000 of them.

Gasanli promised to revive agriculture and to save it from the monopolies, and to provide subsidies to farmers .

He also promised to ensure freedom of ownership.

" Where there is no freedom of ownership , there can not be other freedoms .

Entrepreneurs are re-charged with bribe. The Taxation Department since late September requires a payment in the amount of 10 percent of their turnover ," said Gasanli .

According to Gasanli , in the year only to import cars in the form of illegal fees there was assigned about 2 billion manat. Another 10 billion manats were robbed from tax collections.

The authorized representative of Ilham Aliyev, Mubariz Gurbanli called Gasanli's speech slander. According to him, campaign meetings in support of Aliyev were attended by more than 1.5 million voters. "The people of Azerbaijan support President Ilham Aliyev. Today Azerbaijan is chairing the UN Security Council. The Azerbaijani government was built 22 years ago. 50 years ago it was impossible to even dream about the chairmanship of Azerbaijan to the UN Security Council. We have achieved this as a result of good governance, " said Gurbanly .

According to him, Aliyev is at such a height that "your ( Gasanli's ) slander is dust compared to this ."

"During the contest Eurovision radical opposition was also not happy and was against it. However, the government was successful," said Gurbanly, calling Gasanli a demagogue.

In his view, the debates are not for gossip and are for the disclosure of platforms.

"But you come back with libel, which was explained. All over the world there is a crisis , and in Azerbaijan there is stability and development. You spend a rally criticizing, which is not democracy, " said Gurbanly .

Among the successes of Aliyev he called the return of the officer Ramil Safarov from the Hungarian prison and the withdrawal of the last foreign military installation (meaning the Gabala radar station) from Azerbaijan.

During the debate, attention was paid to the Karabakh issue.

Envoy of the head of the Justice Party Ilyas Ismayilov Mayis Gulaliyev accused the USA and the West of the occupation of Azerbaijani lands, speaking in defense of Russia and Iran.

The head of the Popular Front of United Azerbaijan Gudret Gasanguliev reported on the participation of Russia along with Armenia in the occupation of Azerbaijani territories.

He stated the futility of hopes for resolution of the conflict by the co-chairs of the OSCE Minsk Group and Turkey.

"We have no one else to hope for. If Russia assists in resolving the conflict , in this case, we must ensure participation of Russia in the oil and gas projects. In this case, Azerbaijan may enter into the Eurasian Union and the Customs Union. If Russia does not help, Azerbaijan has military means to liberate its land," said Gasanguliev .

The leader of the Social Democratic Party Araz Alizadeh also prefers military solution to the Karabakh conflict. Liberation of the occupied territories passes through the concept of "Motherland War," said Alizadeh.

The leader of Umid, Iqbal Aghazadeh focused attention on the rights of believers.

In the event of his election as president he would end religious discrimination and the believers will be given the freedom of wearing hijab and the freedom of worship.

He also promised to take care of the older generation . "In the country there are 1 million 300 thousand pensioners. Most of them get 120-150 manat , which is not even enough for their drugs. I will carry the minimum limit of pensions to 350 manat. For men, the retirement age will be 61 years old, for females - 59 years, and for mothers of many children - 55 years. With the current average life expectancy, the citizens live only 4 years on pensions, " said Aghazadeh .

The debate touched on the theme of protection of the rights of ethnic Azerbaijanis in Iran.  "Our view is a look at the integrity of Azerbaijan. We must protect the rights of 40 million Azerbaijanis in South Azerbaijan . We must provide the Azerbaijanis living abroad with dual citizenship. People arriving from the South should be granted asylum," said the leader of the National Renaissance Party Faraj Guliyev .

The head of the party Modern Musavat Hafiz Hajiyev again "distinguished" by the fact that on the air of ITV he called for physical violence against the opposition, saying that " these men should be stoned." Moreover, he called on residents of Sheki, with the voters of which Gasanli is scheduled to meet, "to drive him out of there ."
