Baku/15.11.22/Turan: Armenia seeks a peace treaty with Azerbaijan, which gives international security guarantees to the Armenians of Karabakh. It is this version of the agreement that Yerevan proposes to conclude, Armen Grigoryan, head of the Armenian Security Council, stated in an interview with the "Civilnet" channel. “If we conclude a peace treaty according to this option, then we prevent possible provocations, and the proposed mechanisms create international guarantees,” he said.
Grigoryan recalled that Azerbaijan presented 5 points of the peace treaty, and then a more detailed text. According to him, the Armenian side prepared the text of the framework agreement and presented it on November 7 at the meeting of foreign ministers in Washington. "This is a comprehensive text and can solve problems between Armenia and Azerbaijan," he said.
When asked about the Russian proposals, Grigoryan made it clear that they were discussed in Sochi, but were excluded at the insistence of Baku. According to him, there are four big themes between Armenia and Azerbaijan, which have sub-themes. "The first is humanitarian issues, the rapid release of all prisoners, the second is the unblocking, then the work of the commissions on delimitation, border security and the solution of the Nagorno-Karabakh problem."
As for Karabakh, “there is an option to leave the issue for the future, or create an international mechanism for discussion of rights and security between Nagorno-Karabakh and Azerbaijan. Without solving the Nagorno-Karabakh problem, or at least clarifying how the Karabakh problem will be solved, it is impossible to conclude a peace treaty. It is impossible to bypass the Karabakh problem, it is discussed at all meetings, it is on the agenda,” he stressed.
Grigoryan also acknowledged that the possibility of separating the Karabakh issue from the peace treaty process is also being discussed, because "it was not possible to make the Karabakh problem a part of the peace treaty."
Grigoryan "forgot" to tell that Armenia proposes to create a demilitarized zone around Karabakh, withdraw troops and invite international peacekeepers to Karabakh.
Yerevan proposes to do the same on the Armenian-Azerbaijani border.---02D---
