According to the ICRC's Baku office, as a rule the representatives of the organization visit detainees to monitor their conditions of detention and treatment, as well as establish contacts with their loved ones.
A few days ago, a serviceman of the Azerbaijani army, Jamil Babayev, willfully left a psychiatric department of the Ganja hospital and entered the town of Agdara (Mardakert) where he was detained.
According to Armenian media, Babayev was accused of "espionage" and arrested.- 06B-
