OSCE PA Committee adopted a resolution presented by the Azerbaijani parliamentarian

OSCE PA Committee on Democracy, Human Rights and Humanitarian Affairs in a meeting in Baku on July 1 adopted the resolution “Protection of Cultural Property in the OSCE region” represented by the Azerbaijani deputy Azay Guliyev.

The resolution stresses the importance of maintaining the status of monuments and places associated with the history and culture, wherever they are, taken as an integral part of the OSCE comprehensive effort to preserve and protect the common cultural heritage.

In addition, it calls on the States parties to establish OSCE mechanism to prohibit and prevent any conflicts in the areas of illicit export, other removal or transfer of ownership of cultural property.

It is proposed to prohibit changing nature of cultural values ​​in order to conceal or destroy cultural, historical and scientific evidence, any form of theft, embezzlement or misappropriation of cultural property or other acts of vandalism against them in conflict areas.

The draft resolution was proposed 10 amendments, of which 8 – by the Head of the Armenian delegation Artashes Geghamyan. Only two of Geghamyan’s amendments were approved. It is noteworthy that it was those amendments, against which the draft resolution author Guliyev had no objection.

One of the amendments on which the position of the Armenian and Azerbaijani parliamentarians match, is a point, which calls on States parties to ensure access to their territory of the international fact-finding mission, the task of which is to verify the possible destruction of cultural heritage. -06D –
