The Council of Europe called on Baku to revise the media law, reinstate lawyers in the collegium and acquit activists
Baku/09.12.22/Turan: At the 1451st meeting of the Committee of Ministers of the Council of Europe (CMCE), which ended on December 8 in Strasbourg, where the implementation of the decisions of the European Court of Human Rights was discussed, decisions were made on Azerbaijan.
Khalid Agaliyev, head of the ECHR decision monitoring group, told Turan that the ECHR expressed satisfaction with the resumption of the investigation into the case of journalist Khadija Ismayilova (interference in her private life). At the same time, it is noted that all motives for the acts against Ismayilova, the interrogation of all necessary witnesses, and the investigation of all facts should be investigated.
The CE Committee of Ministers also touched upon the new media law, noting the need to amend it and bring it into full compliance with the standards of the Council of Europe.
The Committee also called on the Azerbaijani government to provide information on the composition and work practices of the Media Development Agency, which is empowered to include media entities in a single register. In addition, an investigation into crimes against journalists has been requested.
Regarding the case of the "Anar Mammadli group", the ECHR expressed satisfaction that the Plenum of the Supreme Court fully acquitted the activists of the NIDA movement Shahin Novruzlu and Vahid Azizov.
At the same time, the Committee of Ministers of the Council of Europe demanded the cancellation of the criminal record of Khadija Ismayilova, human rights activists Intigam Aliyev, Leyla Yunus, Arif Yunus, activists Giyas Ibragimov, Bayram Mammadov (posthumously), their full justification and restoration of all civil rights.
In the cases of persons of this group, the ECtHR recognized a violation of the rights under Article 18 - political motives for persecution. The Committee also demanded the reinstatement of Elchin Namazov and Khalid Bagirov in the Bar Association. ---16D06---
