Baku/08.08.23/Turan: Refusal to assign seriously wounded servicemen the status of a disabled person is a common phenomenon in Azerbaijan. Hundreds of injured veterans of the Karabakh war cannot achieve the assignment of a degree of disability to them. But it happens that the Ministry of Labor and Social Security takes away the status of a disabled person to whom it is issued by law.

On June 25, 2021, Fuad Mahir oglu Hasanov, a soldier seriously wounded in Karabakh, after long checks and treatment, improper bone fusion and surgery, eventually received the third degree of disability with an indication of its five-year validity period. So the doctors assessed the damage to his right leg due to the rupture of an enemy shell. The leg muscles atrophied, there was a cut, post-traumatic arthrosis, that is, the inability of the leg to fulfill its purpose. In the document issued to the disabled person, it was said about the opportunity to work in light jobs.

For two years Hasanov could live on the allowance he received, hoping for the return of the ability of his legs to move normally in order to return to normal working life and earn money to provide for his family.

On May 25, 2023, the same commission of the State Agency for Medical and Social Expertise and Rehabilitation deprived Hasanov of the degree of disability, moreover confirming previously established injuries in the body. The reason is as follows: the diagnosis made by the commission does not lead to disability. "Healthy disabled person" Fuad Hasanov asked Turan for help.

The head of the press service of the State Agency Tural Gurbanov, after reviewing Hasanov's case, promised to send the official opinion of the department to Turan. After a week of silence, he promised that "there will be an opinion today," but he did not fulfill what he said again. For reasons unknown to us, the State Agency for Medical and Social Expertise and Rehabilitation under the Ministry of Labor and Social Security refuses to comment on its decision to refuse a soldier a previously issued degree of disability.

Thus, the State Agency did not clarify why the appointed F.Hasanov's disability for a period of 5 years was interrupted two years later.

The media also reported a similar story with a soldier wounded in the stomach, Davud Bagirzade. The report issued to him says that the damage to his small intestine caused by the rupture of the projectile does not create complications for which the degree of disability is issued.

Kerimoglu, chairman of the Karabakh War Invalids NGO, in an interview with Turan, agreed that there are problems with assigning disabled status to veterans, and the reason is the imperfection of legislation. "In 2015, the Milli Majlis and the Cabinet of Ministers adopted amendments to the regulation on disability criteria, number 413. Then 90 diseases were excluded from the list of diseases for which disability is assigned. Then the list of diseases was expanded again. But the problem, as we see, remains," Kerimoglu said. ----06B----
