Compulsory health insurance: more questions than answers
Baku/02.04.21/Turan: The use of compulsory health insurance in Azerbaijan only from April 1, 2021 is associated with problems in the healthcare system, economist Azer Mehdiyev said. In an interview with Turan's “Difficult Question” program, he commented on the question: “Will compulsory health insurance become a panacea for citizens?”
Mehdiyev noted that compulsory insurance has been talked about for a long time. Preparations for it began back in 2016, and even a preliminary application took place in a number of regions. According to him, the introduction of health insurance throughout the country was planned in 2019, and then in 2020, but it happened only now.
The degree of confidence in this system depends on the level at which it will provide medical services to the population. On the other hand, there is such a question as the protection of patients' rights.
“Now the patient goes to see a doctor who prescribes a series of examinations for him, but the patient does not know how necessary it is. The doctor prescribes medications, and here the patient does not know how much these medications are needed. However, with the use of medical insurance, in the absence of the effect of treatment, the doctor may be asked questions, since payment is made only if the treatment justifies itself,” Mehdiyev said.
He believes that there is also a clash of interests of different structures; therefore, different structures should deal with health policy, payment for medical insurance, quality control of treatment.
As for the prevention of corruption in compulsory health insurance, the expert believes that a system of public control should be created for this. "This may be the participation of the media, civil society institutions, but in this case, the desire to organize such control is not visible."
In order to evaluate the effectiveness of the new system, the correct evaluation system must be in place. At the same time, the expert says that such high results should not be expected from the hospitals of the Soviet period.-05B-
