Human rights activist: The report of the US State Department is objective
Baku/31.03.21/Turan: "With some exceptions, the current report of the US State Department on human rights in Azerbaijan can be considered balanced," stated the head of the Baku Human Rights Club (BCHR) Rasul Jafarov in the release of the Turan agency's program "Difficult Question" for March 2021.
According to him, the report for 2020 is objective. The shortcomings of the report concern the moments of the Second Karabakh war. Thus, Armenia is presented in a more preferable light and the balance is violated,” Jafarov said. He noted that the report did not include the fact of the arrest of four servicemen in Azerbaijan on charges of committing war crimes.
In Jafarov's opinion, while preparing the report, it would be possible to contact local human rights defenders. The OCHR is currently preparing a report with international partners and it can be used in the preparation of the 2021 report.
For these reasons, the authorities will consider the report biased and subject it to criticism. According to Jafarov, the report is usually built on negative points, but the current report also notes positive changes.
In particular, it is indicated that the leader of the REAL party Ilgar Mammadov and Jafarov himself are fully rehabilitated, and a number of NGOs are registered. At the same time, the report of the State Department talks about the practice of illegal arrests, the lawsuits on false charges and lengthy prison sentences based on them.
Jafarov believes that such reports should be approached constructively. He does not share the opinion that the current report of the State Department on Azerbaijan is particularly harsh. “The report is an analysis of what happened in 2020,” he said.
The activist noted that the report also pointed to the reflection in the report of the "Terter case", during which there were tortures, as a result of which 8 people died. Although many were sentenced to long prison terms in this case on treason charges, no reliable evidence was presented.
According to Jafarov, in order to resolve fundamentally the issue of human rights in Azerbaijan, it is necessary to ensure the independence of the court, the creation of a single investigative body with the abolition of the investigation departments of a number of power structures, and the transparency of the investigation. -05B06-
