Samira Gasimli: the promotion of young personnel is not a panacea for corruption
Baku/23.04.21/Turan: The moral and physical health of society depends on the holding of democratic elections. In free elections, people know that they influence the formation of power, this accordingly increases their responsibility and involvement in solving problems that are urgent for society and at the same time is a guarantee of government accountability.
This opinion was expressed by political psychologist Samira Gasimli in an interview with Turan's "Difficult Question" program, commenting on the unethical behavior of ex-deputy Huseynbala Miralamov and the arrests of heads of COVID-hospitals, which have been actively discussed in recent days.
In Gasimli's opinion, without free elections, society cannot be saved from such vices and troubles.
In democratic elections, the government is formed by the people and officials are accountable to them, the deputies are forced to act responsibly.
When there are no democratic elections, but there is simply their imitation, then everything in the country is closed on the activities of the head of state.
“In such a situation, the authorities behave not as a servant of the people, but as their master and problems are not solved,” Gasimli said.
In her opinion, in the absence of democratic control mechanisms, even the promotion to leadership positions of young staff who have received education abroad is not a panacea for such troubles as corruption, poor governance, and violation of citizens' rights, because the new cadres are links in the old political system.
“They are waiting for instructions from above, what will the leader say? What will be the instructions? They do not have system, and the path to this lies through democratic elections. Until that happens, nothing good can be expected. The introduction of the thesis into public opinion will continue: “The president is good himself, this is a bad environment,” Gasimli said.
The high-profile arrests of those involved in corruption scandals, according to the expert, are regarded by many in society as a show, an imitation of the fight against bribery.
“The path to change in society goes through political responsibility, political accountability, and real elections. Until there are real, free, fair elections, nothing will be corrected and the authorities will not behave responsibly,” psychologist Gasimli said. –06D-
