These are not reforms - Azer Gasimly
Baku/16.01.19/Turan: What is happening in the management system is not reforms, it is reductions, said the chairman of the Majlis of the REAL party, Azer Gasimly, commenting on the decrees of the President of Azerbaijan on the improvement of state governance.
In an interview with the Cətin Sual ("Difficult Question") program of the Turan agency, he noted that it is impossible to reduce the expenses of the state treasury with these cuts. He does not expect a significant improvement in terms of services to the population, since the changes are not deep-seated.
"For example, the management of AZTV changed. Will the new leadership stop advertising the ruling family every day?
The country needs radical reforms, otherwise there will be no serious changes and it will not affect the daily lives of people, "Gasimly continued.
REAL proposes, first of all, the transition of Azerbaijan to a parliamentary republic.
The government must approve the parliament, which, in turn, must be formed on the basis of free and fair elections.
Ministers must be politicians, and the number of ministries is significantly reduced.
"Today in Azerbaijan there are over 40 ministries, committees and agencies. Does Ilham Aliyev want to cut them? I doubt. REAL offers a model of small effective government. We offer an e-government model," said Gasimly.
The reform philosophy proposed by REAL provides for the possibility of free choice.
Thus, the reform in the army should encourage young people to serve.
Opportunities for a free environment for academic activities, business should be created, and all oligarchies and monopolies should be eliminated. People should have freedom of choice, following the example of models of developed Western states.
Everything must be changed in the country - and the economic model, and the system of social security, education, health care, etc.
Speaking about the political system, Gasimly stressed the need for reform of the judiciary, the legislative branch, the electoral system, and reforms in governance. -03B06-
