Azersu buys liquid chlorine at an overpriced price (UPDATED)
Baku/03.03.20/Turan: Azersu OJSC, the state natural monopolist for the supply of drinking water, concluded an agreement with Old Line Trading Company LLC for the purchase of 1380 tons of liquid chlorine. A comparative analysis of import prices gives reason to conclude that the purchase prices following the results of the Azersu tender are doubtful, if not overpriced.
According to the public procurement register, the price of the tender offer of Old Line Trading Company LLC for the supply of 1,380 tons of liquid chlorine amounted to 1 million 888.9 thousand manats or $ 1 million 111.1 thousand. No proposals were announced by other bidders. A ton of chlorine proposed by Old Line Trading Company LLC will amount to $ 805.1. According to the State Customs Committee, in 2019, 1 thousand 60.9 tons of chlorine were delivered to Azerbaijan with a total declared value of $ 577.5 thousand or $ 544.3/ton. In the previous 2018, the supply of chlorine to Azerbaijan amounted to 979.5 tons at a price of $ 466.7 per ton.
Old Line Trading Company LLC was established in June 2016 and since then it has been the only supplier of chlorine for the needs of Azersu OJSC. In 2016-2018, over four million manat was paid under four contracts of this company. In October 2019, a contract for the purchase of chlorine for water treatment was also awarded to this company. However, the value of the contract was not disclosed.
Emil Guliyev, Director of Old Line Trading Company, is also a founder of Şərq Kimya Şirkəti-Bakı LLC.
