Business empire of the Heydarovs

It's no secret that public servants and MPs are engaged in business , although it is prohibited by law. For the economy, such a situation is dangerous because the business and bureaucratic (MP) tandem based on the use of administrative resources and patronage by the "top" is a serious obstacle to the development of free enterprise. As a rule , this kind of shady business is much closer to the rest of the cheap money and financial resources of the state, easily evading fiscal, administrative and other means of control. These factors create a real hothouse conditions for the rapid growth of the nomenclature of capitalists. In foreign countries, there are countless examples to prove this thesis. In Azerbaijan, it is quite simple to trace the development of the group of companies Gilan in recent years.

The group Gilan Holding belongs to the family of the Emergencies Minister Kamaleddin Heydarov, which is known and not denied by anyone. In the initial period of work in Azerbaijan (90-ies of the last century ), it did not even reach the level of local companies of "medium caliber" of the time . But after Heydarov headed the State Customs Committee, the company flourished.

Family ties especially closely tied the Heydarovs with the Gabala District: Granddad Fattah Heydarov has long been and indispensable MP in the area, his grandchildren develop sports in the region, and Heydarov himself controls various business sectors. The family business, going beyond the country, entangled Britain, Germany , the Baltic States and other countries.

However , Gabala is not the only business space for the Heydarovs. as their network covers almost all regions of the country. The company tries its hand in most areas of business activities, including import and export transactions . However, priorities are areas such as construction and real estate , construction materials, food processing, viticulture and winemaking , agriculture , cotton and textiles, wholesale and retail trade , banking and insurance , hospitality and tourism. In some areas, companies within the group are monopolies .

Comparative analysis of publicly available official data shows that today 's financial and industrial group Gilan brings together about 300 companies and employs more than 12 thousand people. To get more reliable information is not possible, as the site of the holding has not been updated for many years. On the turnover of the holding you can also only guess , though , by law , the group shall publish consolidated annual financial reports in the media and on its corporate website every year. But there is no doubt that this figure is measured in several billion manat. The group is headed by Jamil Muradov . Nevertheless , as Mr. Muradov never talks to the press , we have had no opportunity to ask him questions like this, and learn if the group is an exemplary taxpayer.
