Doctors and teachers are not promised a life of dignity, but a relatively secure old age. The chairman of the Commission on the Public Service under the President of the Republic of Azerbaijan Bahram Khalilov said the concept of assigning teachers and doctors a civil servant status has been approved and goes through the stage of matching executive power organizations.
Doctors and teachers are applied the rules until the testing exams. In Azerbaijan, for obtaining the status of a civil servant a two-level exam is applied; the first one is based on the tests and the second - the main one – is an interview that causes a lot of misunderstanding about the use of subjective judgment.
Under the Law of the Republic of Azerbaijan "On civil service", government employees are citizens who have worked until retirement in the executive branch, as well as in the apparatus of the legislative and the judiciary. Unlike other workers, the state employee pension amounts to 80% of salary + benefits. The average pension in Azerbaijan is 42% of salary. - 17D-
