The next step to ensure transparency and saving public funds should be to move to electronic government procurement, the economist and board member of the movement REAL Zohrab Ismayil told Turan.

According to him, there is a need to amend legislation providing liability for failing to procurement without tender procedures. In order to prevent negative phenomena there may also be restrictions on the admission of public procurement companies.

It should be noted that on January 15, President Ilham Aliyev eliminated the State Procurement Agency (SPA). The powers of this body are transferred to the State Service for Antimonopoly Policy and Consumer Protection.

About the same is the case in Ukraine. The head site of business and economics Our Pennies Olexa Shalaysky told Turan that there is no special body for the control of public procurement in Ukraine. "Strategy for the advancement of public procurement is dealt with by the Ministry of Economy. The Antimonopoly Committee has operational control and collects complaints from the participants and has the right to stop or cancel the tender," he said.

E-procurement in Ukraine is actually just beginning. Before the New Year the country passed a law on the transition of state institutions to electronic procurement. "In the beginning all started with volunteer initiatives ProZorro (http://prozorro.org/en/), which began to be used by different departments. But they only used pre-threshold procurement, that is, those with small amounts, where tenders could have been not carried out. In the summer of 2015 the system was completely mastered by the Defense Ministry," said O. Shalaysky.

Experts confirm that in Ukraine electronic auctions have shown their effectiveness.

Ukraine has an information-analytical system Public Procurement, which includes a web portal https://tender.me.gov.ua. The system was put into operation in 2008. Active operations of the system began in 2010.

The web portal publishes information on nearly half a million of procurement procedures, and the web portal’s database contains more than 10 million documents.

Note that the State Agency in the last 3-4 years received technical assistance from the European Union and the World Bank for the transition to electronic trading. But real steps in this direction were not undertaken. ------08B
