The Government does not proceed to the second phase of e-procurement
Azerbaijani government procurement is done on the old paper format and it is unclear when the government will move to e-procurement.
Azerbaijan is one of the few developing countries where there is no access to the public procurement electronically.
The transition to e-procurement is planned to carry out in four stages. Today, Public Procurement Agency has completed only the initial stage of his: Tender notices, in addition to the print media, are placed in the web portal tender.gov.az.
In February 2012 the State Procurement Service appealed to the Cabinet of Ministers proposals on the cost estimates for the second and third phases of electronic services. In these phases we plan to purchase a set of services in the tender conditions with a web site and the provision of bids this way. The government is still silent. Note that the fourth step involves evaluating the bids electronically.
Armenia has completed the transition to electronic public procurement in October 2012.
