"The Great Return": another caravan of internally displaced persons arrived in Fuzuli
On Monday, another caravan of internally displaced persons arrived in Fuzuli from the Gobu Park 3 residential complex in the Garadagh district of Baku.
At this stage, 22 more families consisting of 94 people have successfully moved to the city of Fuzuli. Thus, the total number of families who received permanent residence in Fuzuli reached 380 out of the planned 1,392 people within the framework of the "First State Program of the Great Return".
This comprehensive program, initiated by President Ilham Aliyev on December 5, 2022, outlines ambitious plans to create new towns and villages in the Fuzuli district. Noteworthy milestones include the completion and operation of the Victory Road (Zəfər yolu), the international airport and the Fuzuli-Hadrut road. Currently, the population is gradually moving to the reconstructed and lively territories.
The Great Return program, which will last until 2026, covers 25 regions and is aimed at creating conditions for the normal functioning of districts, cities, villages and the well-being of every citizen. It remains a national priority, emphasizing the return of migrants to various liberated regions.
To date, people have returned to cities such as Lachin and Fuzuli, as well as the villages of Agaly, Zabukh and Talysh. The ambitious goal is to return up to 100,000 immigrants to their native lands in the next three years, contributing to the revival of the Karabakh and East Zangezur economic regions.
The state budget for 2023 provides for 3 billion manats for the implementation of the "Great Return", which reflects an increase of 12.4 percent compared to 2022 and a significant increase of 37.7 percent compared to 2021. This financial commitment underscores the Government's commitment to the success of the program.
Launched immediately after the liberation of the occupied territories after the 44-day war in 2020, in which Azerbaijan defeated Armenia, the Great Return program continues to solve problems and ensure sustainable resettlement of the population. It provides for the transformation of these recaptured territories into a highly developed and prosperous region, which means a significant step towards post-conflict reconstruction.
