The President instructed to improve legislation on entrepreneurship (UPDATED)

Baku/04.03.14/Turan : Azerbaijani President Ilham Aliyev to improve business regulation and enabling business environment issued on March 3, the decree " On additional measures for the development of entrepreneurship ." The document envisages the preparation of proposals to change the legislation on various aspects of entrepreneurship.
The head of state instructed the Cabinet to prepare and submit it within two months of proposals to improve the legislation in line with international best practices aimed at the regulation and maintenance business in eight directions . According to experts , Azerbaijan on some of these issues has made serious progress.
In particular , the decree provides for the preparation of proposals to change the manner and timing of state registration of commercial entities on the principle of "single window" . Reform of state registration of commercial legal entities and individuals engaged in entrepreneurial activities started in 2008 and during this period , and the system is improved both in terms of the necessary requirements for this list of documents and deadlines and registration forms . Companies and individuals can pass state registration and electronically within a few minutes with the provision of the minimum list of documents. The process may last no more than 2 business days. Registration is carried out structural units of the Ministry of Taxes . Perhaps at the next registration of commercial entities and will be available in the centers "ASAN Xidm?t".
Coming changes in the permits for construction activity . President ordered to reduce the existing procedures and deadlines for the provision of permits for construction activities . Experts point out that before the start of commercial building or other facility owners can lose up to 6 months or more. In addition, in their opinion, it is also necessary to review the rules for licensing and construction activities. For example, a company engaged in civil construction , in order to complete the project "turnkey" should have multiple licenses , the state fee which costs no less than 170 thousand manats.
The Government will also prepare proposals for the organization of electronic documents acceptance , reduction procedures , timing and costs of connection to the network of electrical supply . Proposals for reducing the procedures , time and costs will be prepared and Sulphur state registration of rights to immovable property and the implementation of import-export operations . The Head of State considers necessary to improve the activities and institutions affecting the process of granting loans to entrepreneurs.
Required are changes to the law "On bankruptcy and collapse ." The Cabinet of Ministers together with the Ministries of Justice , Economy and Industry , and the State Securities Committee to prepare proposals to improve corporate governance and investor protection . Experts note that the bills to improve the requirements for corporate governance have been developed with the participation of international organizations and ready for submission to Parliament . - 08D-
