Will the new rules for selling Sim-cards come into force
Tomorrow shall enter into force the Cabinet decision on the new procedure of selling Sim-cards in Azerbaijan. All three local mobile operators have already begun to identify subscribers by sending SMS-messages to numbers not registered in the name of owners, inviting them to the service centers for the registration of Sim-card. This will bring order to the file and put the responsibility on the cardholder not insured from problems.
Government's decision to change the rules to enter into contracts with subscribers - a ban on selling Sim-cards for the purpose of the permanent transfer to third parties or use for profit. So now the user (owner of the number) is responsible for the improper and unlawful use of rooms by third parties. Today about a third of Sim-cards in the country is used by a third party or does not work. The document stipulates that the subscriber base of mobile operators must be formed on the basis of data about the citizens of the Interior Ministry, and Sim-card can only be activated after this.
In addition, the new rules allow to stop the facts of wholesale Sim-card received from the operator of unscrupulous dealers. Typically, the "Left" cards are sold with forged contracts, and it becomes a cause of the users, Sim-cards are registered to other parties.
Another innovation is the practice of mass mailing of notifications of public bodies (of the debt for the use of gas, water, electricity, penalties for violation of traffic rules, the expiration of the identity cards, passports, etc.).
Today, there are three local mobile operators in the communications market - Bakcell, Azercell and Azerfon. According to the Ministry of Communications and high-tech, the level of mobile penetration in the country is 112%. --17D-
