Azerbaijani political opposition figures, who are pursued and placed in detention centers and other places of confinement, resort to the last means of protest—a hunger strike. In most cases, prison authorities claim they are unaware of the inmate’s hunger strike; in rarer cases, if the hunger striker nears death, they are transferred to the medical unit. Recently, a unique incident occurred in this context—the head of Detention Center No. 1 in Baku awarded a certificate of commendation to National Front Party of Azerbaijan member Famil Khalilov, who had been on a hunger strike for more than 50 days, for his exemplary behavior. What rights does the law provide to a prisoner on a hunger strike, and what responsibilities does the leadership of the Penitentiary System have in this situation? These and other questions were addressed to Turan by the head of the Human Rights Center of Azerbaijan, Eldar Zeynalov, who responded to Turan's questions.

It is reported that the issue of the human rights situation in Azerbaijan has been included in the agenda of the autumn session of the Parliamentary Assembly of the Council of Europe (PACE).

The "Conference of the Parties (COP29)" will be held in Baku from November 11 to 22. COP "Conference of the Parties", that is, the Conference of the Parties, and the number 29 in the name indicates that the event is the 29th in a row. On May 25, Azerbaijani President Ilham Aliyev signed a pardon decree. The order affected 154 prisoners. According to the Decree signed by the President "On pardoning a number of convicts", 63 people sentenced to imprisonment were released from the unserved part of the sentence; 52 convicts had their sentence reduced by half; 1 person sentenced to imprisonment, whose sentence was suspended, was released from punishment; 28 people sentenced to restriction of liberty, were released from the unserved part of the punishment; 3 persons had their sentence reduced by half; 2 persons sentenced to correctional labor were released from the unserved part of the punishment; 4 people sentenced to fines were released from penalties; the criminal record of 1 convicted person sentenced to imprisonment and who served his sentence was removed.
