iz.ru: Russian President Vladimir Putin has signed a decree on partial mobilization in Russia. Mobilization activities will begin on September 21. The decree provides for additional measures to fulfill the state defense order. Conscripts will be required to undergo military training.

According to the presidential decree, only those citizens who are in the reserve and, first of all, those who have served in the armed forces, have certain military accounting specialties and relevant experience will be subject to military service.

As Putin pointed out in his address to citizens, the measure of partial mobilization was adopted to protect Russia, its sovereignty, territorial integrity and ensure the security of the Russian people.

"All issues of material, resource and financial support for defense enterprises should be resolved by the government without delay," Putin said.

The Head of State recalled the outspoken anti-Russian policy of the West and the desire of Washington and Brussels to destroy the country. He pointed out that Russia uses all available means to protect itself.

On the eve of the State Duma adopted amendments that simplify the acquisition of citizenship by foreigners who have signed a contract for military service in the Russian army.

In addition, the State Duma approved an amendment to introduce the concepts of "mobilization", "martial law", "wartime", "armed conflict" into the Criminal Code. Also, the lower house of Parliament approved amendments on punishment for desertion and voluntary surrender.

In addition, the deputies approved a sentence of up to 15 years in prison for looting in wartime.
