Baku/06.12.22/Turan: 19 people convicted in the "Tartar case" have been released, 10 of them acquitted, the General Prosecutor's Office of Azerbaijan said on 6 December.
Earlier three criminal cases against 19 persons convicted of treason and other crimes were returned to court. Their cases were reviewed by the plenum of the Supreme Court of the country "due to newly discovered circumstances", the report said.
During the additional investigation, all the circumstances related to the criminal prosecution were investigated, the guilt of these individuals in high treason was not proven, and a decision was made to terminate criminal proceedings against 10 individuals and they were released.
The investigation fully examined the circumstances concerning the deceased Mehman Huseynov and Aghazadeh Elkhan and they were acquitted.
The investigation into the unlawful actions of several members of the Ministry of Defense in the Tartar, Agdam and Beylagan regions is ongoing. In May-June 2017, a group of servicemen, in the absence of proper authority and in violation of the law, illegally engaged suspects for interrogation using torture, inhuman and degrading treatment, physical and psychological violence, resulting in death and other grave consequences, the report said.

At the time, the General Prosecutor's Office, State Security Service, Defense Ministry and Interior Ministry in a joint statement reported the involvement of these individuals in espionage in favor of Armenia.
The mass torture of detainees in May-June 2017 was not revealed to the public until 2019.
According to human rights defenders, more than 100 soldiers and officers were tortured, 25 were sentenced to long terms of imprisonment and at least nine died from torture. According to witness testimony and forensic materials, the accused were subjected to severe torture.
After numerous protests by relatives of the victims and demands of human rights defenders, the authorities acknowledged the facts of unjustified persecution and were forced to initiate a review of the cases of the convicts. So far, the authorities have not presented evidence of espionage and concrete facts. No one from the leadership of the security services has been punished or admitted guilt. -02D-

On November 15, the Baku Appeals Court heard the complaint filed by Ulvi Hasanli, the director of the Abzas Mediapublication, against Baku's pre-trial detention center -1 detention facility and the Penitentiary Service. The complaint concerns poor conditions of detention, inhumane treatment, and restrictions on Hasanli’s rights while in custody. Representatives from both institutions failed to appear in court.

On November 14, a debate took place in the German Bundestag discussing the "horrific" human rights situation in Azerbaijan and COP29. Following the discussions, members of the Bundestag called on the Azerbaijani authorities to release political prisoners, including Gubad Ibadoglu, Anar Mammadli, Samir Ashurov, and all others detained for political reasons. The debate was initiated by Member of Parliament Frank Schwabe. In his speech, Schwabe emphasized that the COP29 conference was being held in Baku against the backdrop of severe human rights violations.

The short film “Fragments”, by Iqbal Abilov, a Talysh researcher arrested in Azerbaijan, was shown on November 14 at the Madrid Indie Film Festival (MADRIFF) in the capital of Spain. The film was presented by the author's cousin, renowned stand-up comedian Idrak Mirzali-zadeh, who read a letter from Abilov to the festival participants. In the message, Abilov expressed gratitude to everyone who helped make the project possible. He also thanked those who continue to support him during his arrest due to his scientific and public activities. "I hope that justice will prevail soon, my innocence will be proven, and once I am released, I will come to Madrid and watch all the films at the festival," Abilov stated.

On November 15, a telephone conversation took place between Russian President Vladimir Putin spoke and the Azerbaijani President Ilham Aliyev, the Kremlin's press service reported. The two leaders discussed the "practical implementation of a number of mutually beneficial projects in the fields of industrial cooperation and transportation." The mutual interest in further comprehensive development of Russian-Azerbaijani strategic partnership and alliance was confirmed. It was agreed to continue contacts at various levels, according to the statement.
