Azerbaijan asks or threatens ODIHR?
The OSCE Representation of Azerbaijan issued a statement condemning the repeated refusal of the OSCE ODIHR to send to Azerbaijan an observation mission for the parliamentary elections to Azerbaijan. "Last week, once again were held consultations with the ODIHR, and we asked them to send a limited number of experts. Unfortunately, the ODIHR again rejected the request of the Azerbaijani side," the report says.
The statement also noted that "if the ODIHR does not fulfill its obligations, the Permanent Mission of Azerbaijan to the OSCE will again consider this issue." It is unclear what the last sentence means. It sounds like a threat, or like a cry of despair. The OSCE ODIHR refused to send a mission because of the Baku's attempts to impose its own conditions, and put pressure on international observers. -02D-
