Azerbaijani Foreign Ministry Corrects Sergei Lavrov
Baku / 06/22/18 / Turan: UN Security Council resolutions on the Armenian-Azerbaijani conflict remain unfulfilled and their demands remain topical. This opinion is emphasized in the statement of the official representative of the Ministry of Foreign Affairs of Azerbaijan Hikmet Hajiyev in response to the comment made by Russian Foreign Minister Sergey Lavrov at a press conference in Moscow on June 21.
As Hajiyev reminded, UN Security Council resolutions 822 (1993), 583 (1993), 874 (1993) and 884 (1993) condemn the occupation of the territories of Azerbaijan, emphasize the inadmissibility of seizure by force, confirm the territorial integrity, sovereignty and inviolability of borders and confirm the belonging of Nagorno-Karabakh to Azerbaijan. They demand the immediate, complete and unconditional withdrawal of the occupation forces from the territories of Azerbaijan.
Hajiyev drew attention to the fact that in Resolution 874 of the UN Security Council the document entitled Updated Timetable for Urgent Measures for the Implementation of Resolutions 822 and 853 was welcomed and approved, presented by the Minsk Group and supported by all members of the Security Council. This document provides for a phased withdrawal of Armenian troops from the occupied territories of Azerbaijan on a specific time schedule.
According to Hajiyev, on the basis of the mandate of the Security Council, the co-chairs of the OSCE Minsk Group are charged with the implementation of the UN Security Council resolutions. The last paragraph of Resolution 884 states that the UN Secretary General, in consultation with the Minsk Group, should make a report to the Security Council.
Hajiyev also quoted the statement of the UN Secretary General SG / SM / 5469 of October 31, 1994: "The UN position is based on four principles that are noted in various resolutions of the UN Security Council. The first principle is the territorial integrity of Azerbaijan. The second principle is the inviolability of international borders. The third principle is the inadmissibility of using force to seize territories. The fourth principle is the immediate and unconditional withdrawal of all foreign troops from the occupied territories of Azerbaijan."
"As can be seen from the UN Security Council resolutions, they do not have time limits and demonstrate an absolutely clear approach to the Armenian-Azerbaijani Nagorno-Karabakh conflict. The resolutions form the political and legal basis, in particular, the international humanitarian and legal framework for the settlement of the conflict.
Based on the resolutions of the UN Security Council and on the fact that the co-chairing countries are also permanent members of the UN Security Council, we consider it important to intensify the efforts of the co-chairing countries of the MG to meet the requirements of these resolutions," Hajiyev said.
Note that the day before Lavrov actually distorted the essence of the UN Security Council resolutions, noting that they were taken in the hot phase of the conflict and their goal was to stop the bloody fights and translate the situation into a political dialogue, and the mediators managed to do so. Now the OSCE Minsk Group is working with the parties on a political settlement.-06D-
