ECHR Starts Communication on 15 Additional Complaints from Azerbaijan
The European Court of Human Rights (ECHR) has started communication with the Government of Azerbaijan on 15 additional complaints on parliamentary elections in 2010, mainly members of the opposition.
Talk is about complaints from Iltizam Akperli, Mohubbat Jahabbarova, Vahid Jafarov, Gaya Aliyev, Amirulla Dadashzade, Shakira Mammadova, Fuad Aliyev, Tural Abbasli, Oktay Tahirov, Yegana Hajiyeva, Razi Abbasov, Alaif Hasanov, Hayyam Mammadov, Elchin Behbudov, and Intigam Aliyev.
The government should answer questions raised by the Strasbourg Court before January 20, 2014.
According to Intiqam Aliyev, the head of the Turan Legal Enlightenment Society, all complaints are related to the unreasonable registration refusals. Among the applicants are representatives of the blocs set up before the election, electoral blocs PPFA "Musavat", "Reform", "Karabakh", non-party civil society activists, and others.
Earlier, the ECHR has started communication on 16 cases involving complaints on parliamentary elections in 2010.
According Intigam Aliyev, more than 120 complaints were sent to the ECHR in 2010 in connection with the election.
These complaints are related to the unlawful refusal to register candidates, elimination of registrations, election fraud, unlawful interference by the authorities in the election process the use of administrative resources in favor of the ruling party or its representatives, and the unfair handling of complaints in the courts.
According to Intigam Aliyev, it will be difficult for the government to find proper answers to the questions of the Strasbourg Court .
On the results of the elections in 2005 about 40 complaints were sent to the ECHR. The ECHR has examined 11 cases, and in all the cases, violations of electoral rights of citizens were found.
The cases of seven applicants were excluded from lists that were considered in connection with the appeal of the government's proposal on the achievement of a peace agreement. The decision on the complaint of the head of the Supreme Majlis of PPFA, Hasan Kerimov, will be announced in the near future. -16D—

By the decree of the President of Azerbaijan, Siyavush Kerimi has been relieved of his duties as rector of the National Conservatory. By another decree from the head of state, Khamila Dadashzade has been appointed as the new rector of the institution. Previously, she headed the Department of Music History and Theory at the Azerbaijan State University of Culture and Arts. Dadashzade is a member of the Union of Composers of Azerbaijan.
