Gubad Ibadoglu, Who is Living in Baku, is Under Supervision of Sumgait Police
Due to the winter period, Gubad Ibadoglu has moved from his summer house near Sumgait to Baku. However, every Tuesday and Thursday, he is required to travel to the Sumgait City Police Department No. 1 for registration. According to his lawyer, Zibeyda Sadigova, under Article 3.18 of the Police Supervision Rules during House Arrest, if a person changes their place of residence, they must be transferred to the police jurisdiction of the new residence within 24 hours.
Before moving to the city, oral and written requests from Ibadoglu's lawyer to the Ministry of Internal Affairs' Investigation Department for Combating Organized Crime went unanswered.
At the same time, the investigation into Gubad Ibadoglu's case has been suspended since July 29, 2024. Current legislation does not contain any legal provisions regarding the continuation of precautionary measures during a suspended investigation. Nevertheless, police supervision with mandatory registration twice a week continues.
As a result, Gubad Ibadoglu has been regularly traveling to the Sumgait City Police Department No. 1 for registration twice a week for the past 9 months. Moreover, Ibadoglu’s identity card is still invalid. Lawyers consider this an invasion of his privacy.
