Baku/22.12.23/Turan: The decree on the dissolution of the “Nagorno-Karabakh Republic” (NKR) no longer exists. Vladimir Grigoryan, advisor to the "president", told the Armenian service of “Radio Liberty” on December 22. According to him, the basis for this is the decree of the "president" dated October 19, according to which all "members of the government, parliament, secretary of the Security Council, law enforcement agencies, mayor of Stepanapakert and heads of administrative districts continue to hold positions on a voluntary basis."
Shahramanyan's decree also states that the documents issued on behalf of the "NKR" after October 1, 2023, are valid. According to Grigoryan, "we can assume that Mr. Shahramanyan canceled the decree he signed on September 28. That is, the government and all other bodies will continue their activities after 2024." When asked if this means that Samvel Shahramanyan will not sign a new decree on the cancellation of his decree of September 28 on the dissolution of the NKR, Grigoryan said that the decision to dissolve the NKR was "illegal" and it will exist after 2024. "The decree of September 28 no longer exists," he said.
Official Yerevan has not yet commented on these statements. Baku has also not yet expressed its attitude, but there is no doubt that such a step could derail hopes for the imminent signing a peace agreement between Baku and Yerevan. If we proceed from the principle of "who benefits from it", then we can assume that Moscow is behind these steps. In recent days, Baku and Yerevan have announced the possibility of concluding a peace treaty without the participation of intermediaries, that is, without Moscow.
The breakdown of the peace treaty will mean that Baku and Yerevan need to come to an agreement not only among themselves, but also to seek help from Russia. It should be recalled that the issuance of a decree on the dissolution of the "NKR" and all its structures by the end of 2023 was one of the conditions for Shahramanyan's release from responsibility and free departure from Karabakh. -0-

Говорят что немецкому канцлеру Бисмарку принадлежит диагноз, что договоры с Кремлём не стоят той бумаги, на которой написаны. Неужели трудно было предвидеть что заброшенный в Ханкенди этим самым Кремлём Рубик Варданян и сменивший его Шахраманян - те самые гнилые яблочки что обречены упасть под породившую их яблоню.
