Human rights activists have criticized the situation in places of detention and the courts

The community alliance "Azerbaijan without political prisoners" in the office of the Institute for Reporters Freedom and Safety (IRFS) presented its report on the human rights situation in the country in 2013.

As the head of the alliance, the former "prisoner of conscience" Elshan Hasanov said, last year did not meet expectations for improvements in human rights, on the contrary, it is even worse.

Particularly difficult situation exists in the Prison Service. For example, last year in the jails NN 1, 2 , 12, 17 riots occurred convicted.

They were caused by torture, inhuman treatment, poor living conditions, and poor food.

Riots were brutally suppressed by using special equipment and troops and their members were tortured , Hasanov said.

Thus, in Jail N 1, nine convicts stabbed themselves and two others slashed their veins in protest on October 31.

In addition, subjected to torture were young activists in the prison for administrative detainees in the Binagadi district.

Suicide was committed by the believer Kamran Seidov after forcing him to give false testimony against theologian Taleh Baghirzade.

The grandfather of the young activist Rashadat Akhundov, who did not withstand the falsification of the criminal case against his grandson and the threat of a 12- year sentence, also committed suicide.

There was the restriction of freedom of assembly and prosecution of citizens for participation in a peaceful protest.

So during the campaign on January 12 against non-combat death of soldiers, 16 people were fined at 8,300 manats.

In the protest on January 26 in solidarity with the residents Ismailly, 80 people were detained.

In connection with the March 10 protest against soldiers' deaths, 19 people were fined at 300 to 600 manat.

The report names judges delivering the most unfair decisions: Ramella Allahverdieva, Rashid Huseynov, Javid Huseynov and Elchin Kazymov.

And the main prize - the "golden baton" in an ironic category "Friend of Prisoners" was awarded to the head of the Prison Service Madat Guliyev.

The report will be sent to international human rights organizations as well as foreign embassies.

Commenting on the report for Turan, the spokesman for the Prison Service Mehman Sadikhov said that the activities of this department is quite clear and is under international and local control. The monitoring of places of detention by various public agencies, including the Office of Ombudsman, is conducted. "If torture took place, it would not remain unnoticed and someone would incur punishment.
