IRFS: Authorities Toughen Penalties for Libel on the Eve of Presidential Elections
The Institute for Reporters Freedom and Safety condemned the amendment adopted at yesterday's meeting of the MM to issue criminal penalties for libel content on the Internet.
The statement says the hasty adoption of this amendment, has a goal to pursue active Internet users and bloggers on the eve of the presidential election, even though the defamation law has not been adopted
Criminal punishment for journalists and bloggers expressing freedom of speech is contrary to both the Constitution of Azerbaijan and the country's international obligations.
IRFS calls on the president not to approve these amendments, because they do not correspond to the national program of action to improve the protection of rights and freedoms in Azerbaijan.
IRFS also calls for compliance with the obligations and standards, as reflected in the European Convention of Human Rights, the Helsinki Agreement, and the International Covenant on Civil and Political Rights. -16D04-
