Law on interim regulation in Nagorno-Karabakh is proposed
Baku/17.11.20/Turan: The territory that is under the control of the "peacekeepers" should never be left to the discretion of Russia. The Milli Mejlis must, as soon as possible, adopt the Law "On temporary rules of regulation in Nagorno-Karabakh and a part of the Lachin region of the Republic of Azerbaijan," said lawyer Fuad Agayev.
After the liberation of Kelbajar, Aghdam and Lachin, we must establish the rules of conduct in the indicated territory, both for the local population and for the "peacekeeping mission". It is categorically impossible to give these powers to the Kremlin, he said.
Agayev believes that the main provisions of the proposed Law should include first, ensuring control on the section of the border between Azerbaijan and Armenia at the Lachin point, where the border service officers of the Republic of Azerbaijan are called to exercise control strictly in accordance with national legislation.
It is also necessary to create a customs point there, where customs supervision of the arriving cargo and property will be carried out. Likewise, it is necessary to ensure the normal operation of the national police and the State Security Service. Otherwise, large quantities of weapons and military equipment will be imported into this territory, and terrorists of all stripes will penetrate.
In addition, the law should contain provisions on the demilitarization of the territory and the prohibition of all types of military equipment, weapons, even a hunting rifle for the next five years. Naturally, the details of the treatment of the remaining fighters and their disarmament must be regulated in detail.
"I can assist in the development of the bill, even one is ready to draw it up, there would be political will," Fuad Agayev told Turan.-0-
