Mammadyarov on Why Negotiations Are at Impasse
Baku / 06.12.19 / Turan: Armenia refuses to resolve humanitarian issues, and in particular, exchange prisoners on the principle of "all for all." This was stated by Azerbaijani Foreign Minister Elmar Mammadyarov, speaking at the OSCE Ministerial Council in Bratislava on December 5.
According to him, over the past year after a meeting with the Armenian Minister in Milan, no progress was made in the settlement of the Karabakh conflict.
According to Mammadyarov, over the past year, the Armenian authorities made provocative statements aimed at disrupting the negotiations. In particular, attempts to change the format of the negotiations did not stop, trying to make the Karabakh Armenians a third party and denying the factor of the Azerbaijani community of Karabakh.
Baku’s repeated offers to exchange two Armenian prisoners of war, Karen Kazaryan and Araik Kazaryan, for Azerbaijanis condemned in Karabakh, Dilgam Asgarov and Shahbaz Guliyev, were rejected, the Minister said. -02D-
