President of Azerbaijan Signs Decree on Amendments to the Law "On Public Service"
President of Azerbaijan Ilham Aliyev issued a decree on Tuesday amending the Law "On Public Service," aimed at refining the classification of administrative and support positions within the public sector.
The amendments, approved by the Milli Majlis, Azerbaijan's national assembly, are designed to enhance the structure and efficiency of public service roles, particularly by updating classifications and expanding the scope of recognized positions.
Article 11 has been restructured to provide a comprehensive classification of administrative and support positions. This detailed classification aims to streamline public service roles, making the hierarchy and responsibilities clearer across various government bodies.
The higher classification of administrative positions includes top-level roles such as the Head of the Administration of the President of Azerbaijan, the Head of the structural unit supporting the First Vice-President, and other key positions directly supporting the head of state.
The first classification of administrative positions covers roles such as Assistants to the President, Special Representatives, and Deputy Heads of significant structural units within the Administration.
The second classification of administrative positions includes Advisors and Assistants to high-ranking officials like the Prime Minister and the Chairman of the Milli Majlis, as well as Heads of departments within key state bodies.
The third classification of administrative positions encompasses specialists and assistants within various government departments and state bodies, ensuring robust support for higher classifications.
The fourth and fifth classifications of administrative positions pertain to specialists and deputy heads in various government agencies, focusing on support roles within the public service framework.
The decree, guided by the constitutional provisions of Azerbaijan, mandates the Cabinet of Ministers to oversee the application of these amendments. This ensures that the updated classifications are integrated smoothly into the existing public service structure, promoting better coordination and efficiency.
President Aliyev emphasized that these amendments are a critical step toward modernizing Azerbaijan's public service, enhancing transparency, and improving the functioning of government bodies. "By refining the classification of administrative roles, we aim to ensure that our public service is more effective, responsive, and aligned with the needs of our citizens," he stated.
