Rauf Mirkadyrov does not bearer of secrets - Civil Society
Baku/23.04.14/Turan : Civil society activists and opposition members believe that accusations against Rauf Mirkadirov of treason are unfounded. In particular , the Director of the Media Rights Institute ( IPM ) Rashid Hajili said: " The version by authorities about the reasons for the arrest of Mirkadirov is unlikely. The real cause can be a tough critic by Mirkadirov the policy of Russia, and Putin personally . Therefore, the Kremlin could be the initiator of this arrest with the hands of the Azerbaijani authorities.
But there is another version, which seems to me the most likely: behind the arrest of Mirkadirov can stand the Armenian authorities ," wrote Hajily on his page on Facebook.
First, the main target of criticism of Mirkadirov were the Armenian authorities .
Secondly, the person with whom collaborated Mirkadyrov, is in fierce opposition to the current president of Armenia. Armenian authorities could play this game and make the Azerbaijani authorities believe it.
Baku could be entrapped because of its thirst reprisals against civil society activists, Hajili believes. The leader of " Musavat" Isa Gambar, also does not believe in the accusation of treason.
"The statement about spying for a foreign country is very serious accusation, and should be based on irrefutable evidence, " Gambar said. He is convinced that such facts have not been investigated.

According to him, the law of Azerbaijan has no concept of "military secrets ."
This kind of information is related to state secrets . Article 5 of the Law on State Secrets mentions military information not to be disclosed. They are compiled by the Ministry of Defense, and this agency is responsible for their safety.
Mirkadyrov himself could not be the bearer of military information relating to state secrets.
Responsibility for the disclosure of such secrets are the ones who owned the data and was had access to the information.
Therefore, the arrest of Mirkadirov, should be followed by the arrest of people who are responsible for the storage of classified information .
