Cavanşir Abasov
Activist alleges pressure on him to withdraw complaints against region head
Baku/28.03.23/Turan: Javanshir Abasov, a resident of the Saatly region, was fined because of criticism of shortcomings in the region and now faces the threat of arrest.
The activist told Turan that he has long been complaining to the state authorities about the former head of Saatly region and current head of the Sabirabad region executive power, Sirageddin Jabbarov.
According to Abasov, the point is about pension provision for citizens, "embezzlement" of budget funds allocated for the development of social infrastructure.
"For these statements, the Saatly regional court in January fined me 1,000 manats in a suit filed by Jabbarov for insulting his honour and dignity. The court ordered a retraction. But I was telling the truth, and I'm not going to retract it," Abasov said.
According to the activist, he was summoned to the Saatly regional police department on 27 March following a complaint from the veterans of the Karabakh war.
"Their discontent was caused by the fact that I spoke about the state, the president in social networks, and insulted their honour and dignity.
But I did not insult anyone, I only criticised them.
I was asked to withdraw my complaints against the head of the region, but I did not agree.
Today I was summoned to the regional department of execution and probation, where they also offered me to withdraw the complaints, promising to release me from the fine, but I again did not agree," Abasov said.
He was also summoned to court today due to non-execution of the decision on Jabbarov's suit.
"The judge said about the need to pay the fine and give a rebuttal. I said I would pay the fine but I would not give a rebuttal. I was told that if I did not execute the court decision in full, I would be arrested administratively", Abasov noted.
The Sabirabad region executive power refused to comment on the matter, as saying that only Jabbarov himself could speak on the matter and that he was currently at an event.
Jabbarov himself was unavailable for comment.
In turn, Nizam Hamidov, chief inspector of the Shirvan regional group of the Interior Ministry press service, told Turan that several members of the Saatly branch of the "Veterans of Karabakh" association made a collective complaint against four citizens, including Abasov to the region police department.
"These individuals were summoned to the police for investigation and explanations were taken from them," Hamidov noted.
There were no pressures on Abasov and others, the Interior Ministry spokesman said. -06В-

In 2017, the Sumgayit City Court ruled to evict the Aliyev family—refugees from Gubadli (Akper, Sarvinaz, Ramil, and two other family members)—from an illegally occupied apartment in the 12th microdistrict, Building 7A, Apartment 35. The court ordered the property be returned to its rightful owner, Samaya Aliyeva. However, the Ministry of Justice intervened, citing a presidential decree from July 1, 2004, which approved a state program for improving the living and working conditions of refugees. Under this directive, refugees without alternative housing cannot be evicted until they are provided with a replacement residence by the Executive Authority.
