Baku/08.08.21/Turan: Some houses damaged in the Terter region during the 44-day war that began on September 27 last year have not yet been repaired or rebuilt. On June 6, the State Committee for Urban Planning and Architecture of the Republic of Azerbaijan held a tender competition in connection with the “construction, repair and restoration of individual residential houses and non-residential buildings that were destroyed, in need of repair and restoration as a result of the aggression of the Armed Forces of the Republic of Armenia on the territory The Republic of Azerbaijan."

According to the information posted on the website etender.gov.az, six companies won tenders for a total amount of 17 million 936 thousand 25 manats 67 kopecks. These companies will be involved in construction, repair and restoration work in Ganja, Terter, Fizuli, Naftalan, Agjabadi, Goranboy, Beylagan, Mingachevir, Aghdam and Barda.

Three companies should be engaged in the repair and restoration of destroyed houses in Terter: AZ-Caspian Construction LLC (INN - 1200409991) - 1 million 368 thousand 546 manats 83 kopecks, Real-Inshaat LLC (INN-3400157541) - 5 million 454 thousand 248 manat 45 kopecks and Az Graft Construction LLC (TIN - 6200389011) - 2 million, 244 thousand 369 manat 29 kopecks were allocated.

The website etender.gov.az indicates that earlier, in April, contracts worth 22 million 810 thousand manat were signed for the same purpose. Real-Inshaat LLC, which is engaged in the restoration and repair of houses in Terter, was allocated 5 million 671 thousand 57 manat, Az Graft Construction LLC - 3 million 387 thousand 525 manat.

A resident of the city of Terter Hikmet Rasulov said that during the war two shells hit his house. As a result, the house burned down. “10 months have passed, but there is not a word on any reconstruction of the house.  He appealed to many institution; they arrived, demolished the burned down house, raked the "cubes" and plaster into the yard and left. According to him, Az-Caspian Construction should deal with the restoration of the house. "They themselves are in Baku, and those who were sent here are inactive."

Another resident of the city of Terter, Shahin Aliyev, says that his house was damaged during the war. “For a long time no one even thought about us. On July 2, the builders arrived and examined our house, after I complained to the Ministry of Emergency Situations. On July 11, they started repairs. They poured half a cubic meter of sand in the yard, dismantled the windows, slate from the roof, worked for 3 days and left. We do not know the name of the company, they did not tell us. "

Aliyev noted that his son is a participant in the 44-day war, and according to the law, their house must be renovated out of turn. "And they told me that it didn't matter to them."

Former candidate for deputy from the Terter region, Shahriyar Mejidzade, also said that half of the region's residents complain that the destroyed, damaged houses are not being repaired. “I was there and saw everything with my own eyes. I saw that there was no house at all; everything was taken apart by stone. When asked them, they said that these are "cubes" of destroyed houses, which will also be used for repairs along with the materials allocated for the construction. "

Sh. Mejidzade noted that construction companies do not provide citizens with any acts, do not sign any documents even when the delivered building materials are handed over. “They don’t even give the name of the company, they don’t even give phone numbers to citizens,” he said, adding that when citizens file complaints with these companies, they are told that the funds have not been transferred yet. "This is nonsense. Because ceilings of houses are already being installed in other districts. And there are houses here which have not been visited by representatives of any institutions."

Economist Aydin Allahverdi told Turan that in April a tender worth millions of manats completed in just a week. “Instead of holding an “open tender f or such a large project, a “request for proposals” was announced on March 29. Acceptance of documents began 2 days later and ended on April 2. Moreover, the announcement was placed in official newspapers on the day of acceptance the documents. Is it possible to sum up the results of such a large competition in a week?” he asks.

According to the expert, Article 6.2.5 of the Law "On Public Procurement" states that companies with tax arrears cannot participate in tenders. “However, in April, despite the tax debts of Az Graft Construction LLC (31 thousand manat), Real-Inshaat LLC (8 thousand manat), and YARGAR-N LLC (191 thousand manat), in millions of manats”.

He noted that many companies do not even have normal websites and social media accounts, while Real-Inshaat, whose authorized capital is 20 manat, has been allocated 5.7 million manat.

In this regard, the executive power of the Terter region told Turan that this organization is not engaged in the restoration and repair of damaged houses in the region.
