"AZAL" about a ban on the transportation of batteries (UPDATED)
The CJSC "Azerbaijan Airlines» (AZAL) explained information about the ban on the carriage of batteries for laptops and smart phones on board of passenger aircrafts.
The International Civil Aviation Organization (ICAO) banned the carriage of lithium-ion batteries in the cargo holds of passenger aircrafts. Transportation of lithium-ion batteries is banned if they are charged by more than 30%.
For safety purpose the Airline "AZAL" has banned the transport of lithium-ion batteries (UN 3480), as well as non-rechargeable lithium metal batteries even before the decision of the ICAO. However, the
ICAO decision does not apply to mobile devices (laptops, phones, tablets, etc.), running on UN 3481 batteries. Transportation of mobile devices in baggage is allowed.
The airline also noted that the carriage in baggage or of popular vehicles – segways and scooters is also prohibited. The reason is a fire hazard of these vehicles. -0-

The UN aviation agency has prohibited shipments of lithium-ion batteries as cargo on passenger aircraft, following concerns by pilots and plane makers that they are a fire risk.
Lithium-metal batteries, which are used in watches, have already been banned on passenger planes globally. They are not rechargable, while lithium-ion batteries, used in cell phones and laptops, can be recharged.
The International Civil Aviation Organisation's 36-state governing councils aid the prohibition would be in effect as of April 1, and would be maintained until a new fire-resistant packaging standard is designed to transport the batteries.
From this message it is not clear whether the transportation of the batteries is allowed in the hand luggage. Azerbaijan is a member of the International Civil Aviation Organization since 1992. -16d04-
