Azerbaijan's Cabinet of Ministers Amends Regulations on the Use of Traffic Fine Revenues

The Cabinet of Ministers of Azerbaijan has approved amendments to the regulation on the allocation of funds collected from traffic fines, initially established in 1999. The decision, formalized under the decree No. 14 on January 23, 2025, aims to align existing legislation with recent presidential directives to enhance traffic management in Baku's administrative territory.

The amendments, published on Friday, revise subparagraph 2.1.2 of the "Rules on the Use of Funds from Fines for Violations of the Law on Road Traffic" to specify that a portion of these revenues will now be allocated to covering expenses related to traffic light systems.

The changes are part of broader measures stemming from the April 19, 2023, Presidential Decree No. 2109, which emphasized improving the management of road transport in the capital. Additionally, the decree aligns with the August 15, 2024, Presidential Decree No. 181, which amended several prior directives to strengthen traffic regulation infrastructure.

Prime Minister Ali Asadov signed the decree, emphasizing its role in advancing Azerbaijan's traffic safety standards and modernizing transportation infrastructure. The updated regulation specifically focuses on funding the operation and maintenance of traffic lights, a critical component of urban traffic management.

The amendment reflects Azerbaijan's ongoing efforts to improve road safety and streamline traffic management amid rapid urban development in Baku.
