Commencement of Doctoral Studies Abroad Initiated Under State Program
Baku/04.08.23/Turan: On August 3, the Ministry of Science and Education announced the initiation of the second document for 2023 within the scope of the "State program for increasing the international competitiveness of the higher education system in the Republic of Azerbaijan for 2019-2023." This program facilitates doctoral studies for citizens of Azerbaijan in priority fields at prestigious foreign higher educational institutions or those already pursuing doctoral studies abroad. The application period for the program extends until September 20, 2023.
Notably, in 2021-2022, the number of individuals studying at foreign higher educational institutions through the state program amounted to 213 in CIS countries and 504 in other nations such as the USA, Germany, Australia, Great Britain, China, Spain, Canada, Korea, Latvia, Hungary, Romania, and Turkey. However, this figure represents a decline compared to previous years.
Many citizens prefer private educational institutions and courses for studying abroad. Various factors contribute to this trend, including the perception that some educational institutions in Azerbaijan fail to meet contemporary standards and the level of knowledge among teachers may be insufficient. Furthermore, applicants and students note that the range of specializations and options for Master's and higher education degrees are more limited in Azerbaijan compared to other countries.--0-

Baku, often called the "Caucasian Dubai," is increasingly known for systematic violations of residents' housing rights. During urban renovations and the construction of elegant new buildings, thousands of families in Azerbaijan’s capital have been unlawfully deprived of their homes. Many, recognizing the futility of resistance, settle for inadequate monetary compensation for their irreplaceable property. A minority, placing faith in the Housing Code, demand fair compensation from construction companies but often lose everything—both their homes and any form of recompense.
