Ganja police delays investigation of criminal case of beating businessman
Baku/21.07.23/Turan: Ganja police faces criticism for the delayed investigation into the criminal case of a businessman, Orkhan Ismailov, who was beaten by veterans of the Karabakh war during a land plot tender. The attack occurred on March 16 in the presence of tender commission members and local executive authority representatives. Ismailov's complaints and appeals to various authorities, including Interior Minister Vilayat Eyvazov, have not resulted in any punishment for the perpetrators.
Ismailov alleges that the war veterans acted under the instructions of local authorities who wanted to keep the competition closed to the public due to vested interests. He is the CEO of Finest Tobacco MMC in Ganja and recently won a court case against the Ministry of Finance regarding the issuance of excise stamps for tobacco products.
The investigation process hit obstacles from the start when the 1st department of the Ganja police refused to comply with the law, claiming no traces of violence were found on Ismailov's body. However, the incident had numerous witnesses. After Ismailov complained to the prosecutor's office about the police, the case was transferred to the 3rd department of the Ganja police. Despite this, no criminal case was initiated, with the investigator, Heydar Heydarov, citing a lack of time.
Ismailov's persistence led to a letter from the Ganja Prosecutor's Office, canceling the police's decision to close the case. However, this did not accelerate the identification of the perpetrators. When Ismailov met with the Minister of Internal Affairs, the Ganja police took action and dismissed investigator G. Heydarov.
Even with the involvement of Senior police Lieutenant Mutallim Farmanov, who was tasked by Minister V. Eyvazov to handle the investigation, the attackers have not been brought to justice.
Turan reached out to Senior Lieutenant M. Farmanov, who confirmed that he recently took Ismailov's testimony and is conducting necessary investigative actions. He assured that he would keep Ismailov informed about the progress of the investigation.
