Strateji Düşüncə Mərkəzi, mayın 26-ı

Baku / 26.05.17 / Turan: On 26 May the Center for Strategic Thought headed by Isa Gambar held public hearings devoted to the annual experience of the leadership of the Popular Front of Azerbaijan (PFA) in 1992-1993. The hearings were held in the context of the 99th anniversary of the establishment of the Azerbaijan Democratic Republic (ADR), which will be held throughout the country on May 28.

We decided to make an excursion into our recent history because of the ongoing discussions in social networks about the situation in Azerbaijan in the early 1990s during the disintegration of the USSR. There are a lot of unfounded negative conclusions about the period formed under the influence of official propaganda in the networks, Gambar said, anticipating speeches by a number of figures who held responsible posts in the team of President Elchibey.

The chairman of the Musavat party, Arif Hajili, noted that in early 1992 the people's front did not aspire to take power at any cost, as pro-government ideologists want to present it. The coming to power was a forced measure in the conditions of a deep political crisis, the disintegration of governance, the expansion of Armenia in Nagorno-Karabakh. The arrival of the PFA to power became a forced response to the destructive actions of pro-communist forces cherishing the restoration of Soviet power, and was dictated by civil responsibility for the fate of the country, he said.

Hajili also noted that the Azerbaijani Popular Front led the PFPA to power, which committed a grandiose one-hundred-thousandth procession to the parliament demanding a change of power, after an attempt of an unconstitutional coup of former communist figures.

Former Interior Minister Iskander Hamidov recalled that it is during the period of the PFA that real reforms begin in all spheres, and first of all in the sphere of security. The construction of the army started, which was slowed down during the reign of Ayaz Mutalibov. For the first time in the post-Soviet space, we withdrew the prisons from the subordination of the Ministry of Internal Affairs and were transferred to the Ministry of Justice, as is customary in the civilized world, began the work on the creation of a unified independent investigative commission, the municipal police, which were not brought to completion as a result of the coup d'état on June 4, 1993, Forces.

When Elchibey was in power, Azerbaijan rapidly moved to the national currency, introducing exams to universities on the test system, thus opening the way to higher education for the most gifted graduates of schools, for studying abroad the state sends the best entrants, various benefits are accepted for teachers, doctors, military and Etc. A policy to liberalize foreign trade and investment, detailed negotiations with foreign oil companies begin, a program of large-scale privatization and reform of agrarian sector was conducted. The key issue of the country's security and development was the withdrawal of Russian troops from the territory of Azerbaijan, which created the conditions for a more independent foreign and domestic policy.

According to Gambar, who headed the parliament at that time, in 1992-1993 the foundations of the country's development for the subsequent period in various key directions were laid. These foundations were so strong that the entire pernicious policy of the current regime was not able to destroy all the achievements of those years, he said.

The ideas of a just, rule-of-law state, especially among young people, are strong in the society, which gives grounds to speak about the indispensable realization of the ideas of the ADR and the government of the PFA in the near future, said the former head of the Popular Front government Panah Huseynov. -0--
